River Hill Resale Documents Available Online

If you’re selling your home in the Village of River Hill, you will need the Resale Documents for both River Hill Community Association and Columbia Association. Hard copies of the River Hill documents previously had to be picked up at Claret Hall, but they are now available online. To obtain these documents, download them via the River Hill Community Association website at www.villageofriverhill.org/covenants/resale-documents. Please note, you must make sure to download BOTH the River Hill Community Association and Columbia Association documents.

1. River Hill Community Association documents include a Village map, current budget, Articles of Incorporation, Bylaws, and Architectural Guidelines.
2. Columbia Association documents include the Charter, Bylaws and Deed, Agreement and Declaration of Covenants, Easements, Charges and Liens.

In addition to the Resale Documents, you will need a letter stating whether your River Hill property is in compliance with the Covenants. To request a compliance inspection, fill out and return the Request for Letter of Compliance form available at www.villageofriverhill.org/forms/ComplianceForm.pdf or request the form in person at Claret Hall. Please give at least 2 weeks advance notice when requesting the compliance inspection. You do not need to be home for the inspection.   • Letter of Compliance Request Forms can be downloaded here and may be submitted in-person at Claret Hall, by fax (410-531-1259), or email to:

  • The Covenant Advisor will make every effort to conduct site visits for Letters of Compliance in a timely manner. It is not necessary for the property owner to be home at the time of the site visit.
  • NEW! The River Hill Community Association now has all Resale Documents available online! Sellers of property in the Village of River Hill will need the documents for both River Hill Community Association and Columbia Association. Hard copies are no longer available at Claret Hall. Architectural & In-Home Business Applications

Covenants: Architectural and In-Home Business Applications

Virtual Architectural Committee (AC) meetings are being held until further notice. Meeting Agendas and information about how to virtually attend the meeting is posted under the Covenants tab of our website. The following process has been instituted to handle the review of all applications:

  • Thinking of making an exterior change to your property or starting an in-home business? The Architectural Guidelines are available here and forms can be downloaded at: www.villageofriverhill.org/covenants. Once completed, applications should be submitted to the Covenant Advisor via email, or mail. Questions? Please email the Covenant Advisor at covenants@villageofriverhill.org.
  • The application should include photos of the area where the exterior change is to be made. This will facilitate the review.
  • The Architectural Committee (AC) Sign-off Representative will review all applications and written comments, and render a decision or table a decision pending more information.
  • All applications must have a decision made within 60 days of receipt of the application. All applicants will be informed by phone or email of the AC decision.
  • Members of the public who wish to comment on an application should submit written comments to the Covenant Advisor via

  • Applicants unhappy with the decision of the Sign-off Representative may appeal the decision. A written appeal must be submitted within 10 days of receipt of the letter from the Architectural Committee to the Architectural Committee c/o Covenant Advisor (see above).
