River Hill Board of Directors
April 28, 2016
Michael Cornell, Board Chair, called the meeting to order at 7:11 p.m. on April 28, 2016, at the River Hill Meeting Room, 6330 Trotter Road, Clarksville, MD 21029. Board Members present were Dave Clark, Richard Thomas, and Liyan Zhang. Susan Smith (Village Manager) was also present. The following people were absent from the meeting: Board Members – Mr. McCullough, Ms. Robinson, and Mr. Schabelman; Council Representative – Mr. Wu; and Student Member Committee – Ms. Zhang. A list of attendees is on file with the Minutes.
Approval of the Agenda (Agenda 2):
Mr. Thomas made a motion to approve the agenda as submitted. Mr. Clark seconded the motion. The motion passed (4-0-0).
Administrative Items (Agenda 3):
Mr. Zhang made a motion to approve the April 4, 2016 Minutes as amended. Mr. Thomas seconded the motion. The motion passed (4-0-0).
Resident Speak Out (Agenda 4):
Executive Session – Personnel Matters (Agenda 5):
Mr. Thomas made a motion to move into Executive Session at 7:16 p.m. for the purpose of personnel matters. Mr. Zhang seconded the motion. The motion passed (4-0-0).
Mr. Zhang made a motion to end the Executive Session at 7:25 p.m. Mr. Clark seconded the motion. The motion passed (4-0-0).
RHCA FY17 Budget (Agenda 6A):
Mr. Clark made a motion to approve the FY17 Operating Budget as presented. Mr. Thomas seconded the motion. The motion passed (4-0-0).
It was the consensus of the Board to develop a staff compensation policy.
Board Speak Out (Agenda 10):
Mr. Clark shared his observations pertaining to the Development Advisory Committee. The Board discussed the need for quarterly reporting by the Committees and the use of college-level interns for special projects. The Board thanked Mr. Clark for his service on the Board and to the community.
Adjournment (Agenda 11):
Mr. Cornell made a motion to adjourn the meeting at 8:13 p.m. Mr. Zhang seconded the motion. The motion passed (4-0-0).
